This is likely to be one of the most important screens in the game. This is where you gather intelligence on the other planets in the game, it is a place you can gain resources by stealing them from others, and during conflicts you can inflict a lot of damage on the target you've been given, by using missions like Arson Residences, Kidnap Population, Sabotage Power Plants and Blow Up Mines. The names of the missions pretty much explains their effects.

To select a mission, first you'll have to select what planet you want to send your operatives to - type in the coordinates of the system first, then choose the planet from drop-down menu #1 (see below). Then, you choose the number of operatives to send (generally, sending everyone is recommended), choose a mission from drop-down menu #2, choose whether or not to shield the operatives (decreases operative losses during the mission at the cost of 1 Power per operative sent), and then you click the Send Operatives button. Easy as pie, except pie ain' easy.
